Biography
Bachelor’s degree in International Relations from the Universidad de Belgrano, Argentina. Specialist in Telecommunications Management from the Instituto Tecnológico de Buenos Aires and the Universidad de San Andrés. From 1993 to 1996, he worked at the Argentine Ministry of Foreign Affairs on trade in services within the framework of the World Trade Organization (WTO). Between 1997 and 2008, he held successive positions as Advisor, Head of the Satellite Affairs Division, and International Relations Manager at the National Communications Commission of the Argentine Republic. Since January 2009, he has served as the International Telecommunication Union (ITU) representative for South America, responsible for telecommunications development projects across the region.
