Biography

PhD in International Economics and Development (Complutense University of Madrid, Spain), with a degree in Law (Complutense University of Madrid, Spain) and in Community Law (Université de Rouen, France). His research area is related to post-crisis Reconstruction Plans. He has worked for over 20 years on governance and post-crisis recovery issues at the United Nations. He served as the UNDP Director in Colombia (2017-2019), where he contributed to the implementation of the Peace Agreement by working closely with the conflicting parties. Previously, at the UNDP Regional Centre in Panama, he led technical assistance to 20 Latin American and Caribbean countries on governance and peacebuilding, focusing on issues such as citizen security, dialogue, participation, and governance systems.
